Lorestan Province, as one of the less developed regions in Iran, faces structural economic problems and a lack of formal employment opportunities. This situation has led to a rise in informal employment and the emergence of phenomena such as “shooti-savaari” (illegal high-speed transport), particularly among marginalized youth.
This qualitative study, using a phenomenological approach, explores the lived experiences of individuals involved in this occupation. Data were collected through semi-structured interviews with 14 shooti drivers in Lorestan and analyzed using thematic analysis techniques.
The findings reveal that shooti-savaari is a phenomenon rooted in structural inequalities and the unjust distribution of opportunities. These individuals are victims of inefficient institutional systems rather than being responsible for their circumstances. Furthermore, shooti-savaari is not merely a personal choice or individual decision; it is a response to a range of structural and social pressures, including unemployment, economic poverty, a masculine adventurous culture, easy access to this work, discrimination in resource and opportunity distribution, the desire to earn income, and implicit support from social networks.
For many of these young people, shooti-savaari serves as a “survival strategy” in the face of unjust and restrictive structures. The absence of job opportunities and chronic deprivation have pushed marginalized youth toward informal and high-risk activities—activities that, while illegal from a legal standpoint, are seen by the individuals themselves as a means of “survival.”
Moreover, repressive responses from official institutions and the stigmatizing view toward these individuals have further entrenched their marginalization and exclusion. This study emphasizes the need to address the social and economic roots of this phenomenon and to reconsider current policies.
