This article deals with the defeat of development or development of defeat in Iran during the second Pahlavi era in relation to the place of the social in development planning. In terms of time it examines the period when development planning actually began in Iran and follows it up to the 1979 revolution. To analyze this three-decade period, it has used the theoretical formulation of the social in the tradition of sociology up to Donzelot. In terms of methodology this research is a historical study that specifically uses the methodological model of the history of concepts of Koselleck and the spatial history of Elden which leads to a temporal-spatial analytical strategy and the methods used in it have been library study document analysis and secondary analysis. The most important results of this research are that first, the rejection of the defeat of the development-development planning project must be taken in the process of formation itself until its implementation; Second, the idea of development planning in Iran, despite being an internal concern was deeply influenced by the global discourse on development after World War II and followed a path that often marginalized or ignored the internal concerns and priorities of Iranian society in development; third, the growth-modernization perspective of planning in Iran practically ignored attention to the necessary social requirements in Iran and not only failed to lead to the institutionalization of planning and development goals but also practically fueled widespread deinstitutionalization; finally, the Pahlavi welfare state failed to lead to "comprehensive normalization" that would reduce the risks resulting from development that could lead to alienation exclusion and deprivation.
