Sociological study of the performance of Non-Governmental Organizations of welfare services in Tehran

Abstract

Introduction: Evaluation of the performance of Non-Governmental Organizations (NGOs) is one of the main indicators in optimizing their management process. This article is written with the aim of evaluating the performance of welfare services and providing management suggestions for their weaknesses.



Method: The research method was mixed (Quantitative and qualitative methods). Quantitative data have been collected by questionnaire survey and qualitative data by in-depth interview. The statistical population in the survey study was the clients and service recipients of welfare services in Tehran, from which 384 people were selected as the sample size. In the in-depth interview, the participants included 15 senior managers and experts.



Findings: The findings showed that welfare services were successful only in their non-professional fields and the lack of knowledge and specialization, and lack of financing were the most important factors of their failure in their professional activities. The performance analysis of welfare services using the performance-importance analysis model showed that the four areas of professional activity of them are in the waste of resources unit and require their transfer to the optimal performance sector. This requires the restoration of three parts of the process through the way they interact with the government; content is through specialization; performance improvement; and development with periodic evaluations.



Conclusion: The most important challenge of Non-Governmental Organizations sector has been related to how they interact with the government and especially how to finance them. Improving the performance of these welfare services requires removing administrative and executive restrictions as well as strengthening the financial infrastructure.
