Governance indicators used include decentralization and facilitating participation, transparency, accountability and accountability, efficiency and effectiveness, fairness and justice, consensus, rule of law, strategic vision, as well as empowerment and social empowerment of citizens. Data have been collected in Hassan-Abad-e Zargandeh in Tehran as our case study through a questionnaire survey targeting neighborhood residents, a set of interviews with neighborhood management and neighborhood sub-council members, and a desk-review of plans and documents. Findings show major gaps in realizing citizen participation and good urban governance, which must be addressed through a set of initiatives that are wider in scope and deeper in reach. Yet, the process of transforming the centralized and top-down urban administration into a more participatory form of management has already begun, and identifying its strengths and weaknesses will pave the way for improving the governance system. در این مقاله، مدیریت محله و شورایاری محلة حسن‌آباد زرگنده در شهر تهران از منظر حکمروایی خوب شهری تحلیل شده است. نماگرهای حکمروایی به‌کار گرفته‌شده بر تمرکززدایی و تسهیل مشارکت، شفافیت، مسئولیت‌پذیری و پاسخگویی، کارایی و اثربخشی، رعایت انصاف و عدالت، اجماع‌گرایی، قانون‌گرایی و حاکمیت قانون، بینش راهبردی و توانمندسازی و ارتقای ظرفیت‌های اجتماعی شهروندان مشتمل است. داده‌های مورد نیاز در مقیاس‌های مختلف از طریق پیمایش، مصاحبه و تحلیل اسناد و برنامه‌ها گردآوری شده‌ است. گروه‌های هدف پیمایش و مصاحبه‌ها طی پژوهش میدانی شامل شهروندان ساکن محله، مسئولان و شورایاران محله بوده‌اند. یافته‌ها حاکی از آن است که میان وضع کنونی و آرمان‌های حکمروایی خوب شهری فاصلة زیادی وجود دارد و تبدیل مدیریت محلة حسن‌آباد زرگنده به مدیریت مشارکتی به تمهیدات عمیق‌تر و گسترده‌تری نیازمند است. در عین حال، فرایند تبدیل مدیریت آمرانه و تمرکزگرا به مدیریت مشارکتی در محلة مورد نظر آغاز شده و شناسایی نقاط ضعف و قوت آن مسیر تحقق حکمروایی خوب شهری را هموارتر کرده است. https://jisr.ut.ac.ir/article_66185_99f6702443df091968a20775375d2185.pdf
