Historical sociological studies have consensus on the issues of centralization, power centralization, and political sovereignty in Iran; however, these issues have some divisional interruptions and different levels of strength in some parts of the history. This essay was aimed to critically investigate rural development plans before and after the Iranian Revolution. To do so, based on a library study, construction programs before the Revolution since 1941 and after the Revolution were examined in development plans. The results indicated that, before the Revolution, rural construction plans were centralized and top-down, lacked indigenous studies and sociological attitude, and had technical attitude toward rural issues. After the Revolution, first, a kind of increasing participation was experienced in the form of social mobilization, influenced by the transformations occurring at the macro level of society. There was no sign of bureaucracy in this period; but, gradually, following the transformations, the participation model again took the guided-from- the-outside form. In general, in the five-year post-revolution development planning, deviation from the execution of approved plan, limitation to some executive measures, and executing previous projects despite content changes have been evident. Rural development plans do not have sufficient budgetary allocations, are not written according to the pathology of previous plans, and no organization or institution accounts for their lack of execution. In other words, lack of access to the goals does not bind the approvers. More details are discussed below.    }, keywords = {Rural Development,centralized planning,Public participation,Development plans,Village}, title_fa = {نقد برنامه‌های توسعة روستایی در ایران}, abstract_fa = {در ایران، تمرکزگرایی جدید به‌ویژه در دورۀ پهلوی، همگرایی و استفادة گسترده از دیوان‌سالاری، از ویژگی‌های عمده به‌‌شمار می‌روند. در مطالعه‌‌های جامعه‌شناسی تاریخی درمورد ویژگی تمرکزگرایی، تمرکز قدرت و حاکمیت سیاسی در جامعۀ ایران، علی‌رغم وجود انقطاع‌های مقطعی و شدت و ضعف‌هایی که در مقاطعی از تاریخ برای آن قائل‌اند، درمورد این ویژگی در جامعۀ ایران اتفاق‌نظر و اجماع وجود دارد. هدف این مقاله، بررسی و مرور نقادانة برنامه‌های توسعة روستایی، قبل و بعد از انقلاب است. در این راستا، به روش مطالعة کتابخانه‌ای، برنامه‌های عمرانی پیش از انقلاب، از سال 1320 در شش برنامه و بعد از انقلاب در پنج برنامة توسعه نقد و بررسی می‌‌شوند. نتایج نشان می‌‌دهد قبل از انقلاب، برنامه‌های عمران روستایی، خصلتی متمرکز و از بالا به پایین، فاقد مطالعات بومی، سطحی‌نگر به مسائل روستایی، دارای دید فنی و فاقد نگرش جامعه‌شناسانه بوده است. پس از پیروزی انقلاب اسلامی، در جامعۀ روستایی، ابتدا نوعی مشارکت فزاینده در قالب بسیج اجتماعی تجربه می‌شود که از تحولات سطح کلان جامعه بی‌تأثیر نیست. در این دوره، از نظام دیوان‌سالاری چندان خبری نیست؛ اما به‌تدریج، به‌تبع تحولاتی که به‌‌وجود می‌آید، الگوی مشارکتی باز هم حالت هدایت‌شده از بیرون را پیدا می‌کند. به‌طورکلی، در مطالعة برنامه‌های پنج‌سالۀ توسعة بعد از انقلاب نیز عدول از اجرای برنامة مصوب، محدودشدن به برخی اقدامات اجرایی و اجرای طرح‌های گذشته، با وجود تغییر محتوای برنامه‌ها به‌روشنی دیده می‌شود. برنامه‌های توسعة روستایی، از اعتبارات بودجه‌ای کافی برخوردار نیستند؛ براساس آسیب‌شناسی برنامه‌های پیشین نوشته نشده‌‌اند و درصورت عملی‌‌نشدن برنامه‌ها، هیچ ارگان یا نهادی پاسخگو نیست. به‌‌عبارتی، دسترسی­نداشتن به اهداف، هیچ الزامی برای تصویب‌کنندگان ایجاد نمی‌کند. جزئیات بیشتر در این زمینه، درادامۀ مقاله بررسی می‌شود.}, keywords_fa = {برنامه‌ریزی متمرکز,برنامه‌های توسعه,توسعة روستایی,روستا,مشارکت مردمی}, url = {https://jisr.ut.ac.ir/article_58378.html}, eprint = {https://jisr.ut.ac.ir/article_58378_3309ccdeead5de970c4db00268980b51.pdf} }
